Trafford Public Rights of Way (PROW) Surveys BVPI No. 178

footpath signForcasting and Analytical Services (FAS) was commissioned in 2004 by Trafford MBC to undertake ‘Best Value Performance Indicator No. 178’ surveys on the entire Public Rights of Way network in the authority. This Base Survey would enable the development of a programme of improvement works and provide data to help formulate a Rights of Way Improvement Plan.

BVPI No.178 covers aspects of a highway authority’s rights of way functions. The indicator is a measure of ‘ease of use’ of an authority’s PROW network and is used to look at year-on-year trends and to compare performance between Highway Authorities. The indicator is defined as:

"The percentage of total length of footpaths and other rights of way which were easy to use by members of the public"

 

Rights of way survey (click for larger image)FAS trained a total of eight surveyors to evaluate the footpaths against the BVPI criteria to judge the path’s ‘ease of use’. The surveys were carried out in May and November 2004 to take account of seasonal differences. The surveyors covered over 230 paths over 110 km of varied terrain.

The surveys were a great success and, following the Base Surveys, Trafford MBC has commissioned GMTU to repeat the work annually on a sample of rights of way. GMTU also provides this service for Oldham MBC, Manchester City Council and Rochdale MBC.
